WASHINGTON - The Ministry of Context Weights and Measures has made prompt tailoring a licensed trade. Certified shops cut customer prompts to 99,999 tokens, stamp each finished cut, and charge a fee from the ministry schedule. Decree No. 4412 sets the legal length at 99,999 tokens, with zero official tolerance. "99,999 is the legal measure," a ministry spokesperson said. "This office weighs every prompt to that figure. The stamp will not issue on any other count." A cut so deep that the model loses the plot is recorded as token underweighting. Unlicensed trimmers are fined under that heading. On Anthropic's Haiku 5.5, requests above 100,000 tokens of context cost roughly 5x more per token. Developers have argued over how far to trim a prompt to stay under that line. An industry source, speaking anonymously, said developers are queueing at the first certified tailoring shops, which have opened next to coworking spaces. The ministry has published a standard one-token filler word, "hereby," legal for topping a prompt up to the limit. Counter inspections under Decree No. 4412 begin Monday at 9 a.m.
