SAN FRANCISCO - The Office of Accepted Harms will not seat a benefit filing until a red BAD THINGS stamp sits overnight on the cover sheet and the ZERO HARM tray under the window stays empty and labeled VACANT.
OpenAI's chief executive said in an interview on 5 October 2026 that the world should accept some "bad things" happening with AI in exchange for the benefits, citing hacks, scams and other harms. The remarks contrasted OpenAI with stricter safety positions after a company safety expert resigned and said the culture is broken.
"The stamp sits overnight on the cover sheet. The tray under the window stays empty, and the label reads VACANT. A packet that asks for no scams or no hacks comes back as a note," a clerk at the office said.
A filings analyst at a rival lab said a packet that asked for no scams came back on Monday as a note. Clerks will check the stamp and the tray at opening on Tuesday.
