Bureau Holds Agent Memos Until the Bundled Office Suite Prints Letterhead

WASHINGTON - The Bureau of Bundled Suites said Wednesday that an agent memo may not file until the office suite in the install cache prints letterhead. Completions that skip the suite are returned incomplete. Ordinary chat may continue without letterhead.
Under Circular SU-3, a memo is a document of the suite. The user opens the cache bag at the window. A clerk starts the suite and prints one page of letterhead. The agent may attach text only after that page is date-stamped.
"A memo without letterhead is a draft in the bag," said Edith Crane, counsel to the bureau. "We do not file drafts from the bag."
Labs that type in a chat window may keep those notes. Agent runs that emit a file without a printed page are sent back to the cache. A staffer at one desktop-agent vendor, not authorized to speak, said the mailroom now holds stacks of unletterheaded sheets beside the cache bag.
The rule takes effect 15 September for all duty windows that ship a bundled suite. The bureau said it will publish a specimen letterhead after the first week of filings.
