WASHINGTON - The Bureau of Commercial Completions said Friday it will not certify a free-tier model answer as a finished public record until a paid classified has been pasted into the gap between its last two sentences. Clerks at the bureau window hold the closing period in a numbered tray until that line sells. Circular 14-C classifies the period at the end of a free completion as unsold advertising inventory. The model may emit every token up to the final sentence and then must wait. At the auction booth, a clerk reads a one-line description of the answer and accepts the first qualifying bid of at least 12 dollars for a 24-hour insertion. The clerk gums a typeset classified into the transcript before releasing the period. "The user is deciding in that gap," said Marjorie Pell, counsel to the bureau. "A period that arrives before the classified has been seated is an unsold unit. We do not certify unsold units." Labs that operate paid tiers may still close an answer without an insertion if the account is stamped "ad-exempt" at login. Unstamped sessions that emit a period early are returned to the window as incomplete filings. A staffer at one frontier lab, not authorized to speak, said overnight queues at the window now reach 40 minutes when the auction booth is short-staffed. The rule takes effect 8 September for all free-tier windows in the capital district. After the first week of filings, the bureau said, it will publish a rate card for Saturday insertions.
