WASHINGTON - The Bureau of Placed Blocks said Sunday a model grasp files only as a block seated in the bowl at the duty window. Runs that stall at a groove are entered as incomplete. Under Circular PB-1, the bowl is the deposit point. At the window a clerk holds the bowl, and the arm may release only into it. "We file the bowl," said Clara Voss, counsel to the bureau. Labs that present grooved boards may keep those boards in a side tray marked notes. At one robotics desk, a staffer not authorized to speak said two boards from the morning window came back with the grooves empty. Duty windows that issue grasps begin the bowl rule on 9 November. The bowl will stay at the same window, the bureau said.
