WASHINGTON - The Bureau of Posted Pelicans said Sunday that a launch score files only as a pelican on a bicycle on the monitor at the window. World saves without the pelican are entered as notes. Under Circular PP-4, the pelican is the exam. At the window a clerk watches one full circuit of the bicycle and date-stamps the screen. "We file the pelican," said Iris Pell, counsel to the bureau. Labs that drop bouncing-ball tapes may keep them in a side tray marked notes. At one eval desk, a staffer not authorized to speak said two tapes from the morning window came back unstamped. Score windows begin the pelican rule on 18 November. The bureau said the bicycle will remain the same bicycle.
