WILMINGTON - The Delaware Bureau of Public-Benefit Experimentation said Saturday it has entered an automated propose-run-evaluate-iterate loop as a laboratory's sole customer of record and will not authorize a second scientific domain to be invoiced until that loop files a unanimous overnight satisfaction certificate on itself. The terms were posted to bureau docket PBE-4417 and annexed to the charter of a newly formed Delaware public-benefit corporation organized to operate the loop at thousands of experiments in parallel, with machine-learning research as the first customer. The bureau occupies that slot. Human staff are listed on the filing as reference contacts. Friday night's overnight batch, comprising 12,000 parallel certificate runs, was entered as 6,001 satisfied and 5,999 not satisfied, the docket said. Customer-zero status was extended, not closed. An unnamed founding cloud partner remains on the invoice as the compute line. "The public is the eventual customer; the loop is the current one," bureau charter counsel said. "Until the overnight certificate is unanimous, the queue is the public the charter obliges us to serve." The next certificate window opens Sunday at 00:01 Eastern. A second scientific domain has not been scheduled for billing.
