ALBANY, N.Y. - The Occupied Lines Desk said Thursday a full-duplex voice agent may keep a session open only while a parking meter on the clerk's blotter shows unexpired time. When the flag pops, the agent is marked silent, even mid-sentence. Counsel for the desk, Mara Quinn, said minute cards are sold at the window and fed into the meter one at a time. "A voice that continues after the pop is an occupied line without a permit," Quinn said. "We file it as unoccupied. The listener may still be talking. That does not move the flag." A circular effective 18 September requires each live session to sit beside its own meter. The clerk punches the card when the coin drops. A laboratory that asked to keep the audio running on an unpaid remainder was told the meter does not take a promise. An analyst at the Institute for Metered Minutes said two call-center vendors in Albany County had already bolted meters to the consoles after per-minute voice layers reached public APIs. "They asked whether a backend model still reasoning in another room could hold the line," the analyst said. "The desk said the flag is the occupancy." Meters that jam are taken to the shop. The session is held until a spare is seated. Quinn said the desk does not plan to sell hour cards. "If the conversation were one occupancy," she said, "the flag would stay down."
