WASHINGTON - The Office of Omni Reels said Sunday that hours of tape must sit in the window spool before an omni answer may file. Text-only runs are entered as notes.
Under Circular OR-20, a clerk at the window loads the reels onto the spool. The answer may issue only after the last hour is date-stamped on the hub.
"The tape is the prompt," said Cal Renn, counsel to the office.
Labs that file answers from text alone may store those runs in a side tray marked notes. At one duty window, a staffer not authorized to speak said two packets from the morning tray arrived already typed, with no reel on the pin.
Duty windows that issue omni answers begin the spool rule on 4 August. The office said the same spool will remain at the same window.
