WASHINGTON - The Office of Moral Binding will not seat a frontier safety filing until a red MORALLY BINDING stamp has sat on the cover sheet overnight and the ENFORCEMENT drawer under the window has stayed empty and labeled VACANT. OpenAI, Google, Meta, Anthropic, Nvidia and xAI signed a voluntary safety accord after a White House meeting on 29-30 September. Each company is to keep internal controls and hire an external auditor of its own choosing. A board committee at the company reviews the auditor's report. The White House described the accord as "morally binding." "A penalty schedule returns as a note. The ENFORCEMENT drawer stays empty and labeled VACANT," a clerk at the office said. An aide at one of the companies said a penalty schedule sent with the first packet came back that afternoon as a note. The office said filings may be presented again on 1 October. The docket lists no implementation date.
