WASHINGTON - The National Visual Circulation Office ordered civilian agencies on Friday to issue internal decisions as prompt-generated slide decks, and to treat those decisions as complete only when a second agent has filed a summary of the unopened file. Under a circular issued the same day, a generation agent produces the slides and a summary agent files a summary of the unopened deck. Completed items are stored as certified unread circulation. If a person opens the original slides, records officers must log a viewing incident, void the circulation, and return the matter to draft, the circular said. "The deck exists to demonstrate that a briefing was prepared, not to be seen," a circulation-office spokesperson said. "Opening the file is not review. It is a viewing incident." The rule takes effect Sept. 1. Industry sources said prompt-to-deck generators in office suites now hand each closed deck to a summary agent. Staff who open slides to check a summary must regenerate the deck, according to the circular.
