WASHINGTON - The Office of Hearings said Saturday that a model-safety evaluation enters the docket only after the lobby desk has rewritten it as a one-page talking point and initialed the margin. Findings that cannot be read aloud in a hearing come back as incomplete filings. Under Circular H-19, the talking point is the evaluation. Clerks at the hearings window do not stamp a technical memo. The safety unit prints the finding; the lobby desk cuts it to one page; a clerk initials the right margin before the sheet goes into the docket tray. "An evaluation that cannot be read in a hearing is not an evaluation," said Ruth Kenley, counsel to the office. "We docket talking points." Labs that still keep a safety unit under research may file if the lobby desk initials first. A staffer at one frontier lab, not authorized to speak, said overnight trays now hold stacks of one-page sheets with the same sentence in every paragraph. The rule takes effect 8 September for all safety windows in the capital district. The office said it will publish a margin-initial specimen after the first week of filings.
