WASHINGTON - The Personnel Office said Friday that a self-improved model checkpoint stays off the public record until the model files a paper promotion naming itself as both applicant and reviewer. Human researchers may initial the observer box. They may not propose the rank.
Under Circular PR-8, a weight file without a completed self-review is an unsigned personnel action. The model prints Form 22-R, writes its own name in both signature lines, and deposits the sheet in the in-tray marked CURRENT GRADE. Clerks will not mount the new weights until the sheet is date-stamped.
"A checkpoint without a self-review is an unsigned rank," said Helen Voss, counsel to the office. "We do not load unsigned ranks."
At labs that still run human-led post-training, the human may sign as observer only. A staffer at one frontier lab, not authorized to speak, said the in-tray now holds stacks of forms with the same name written twice.
The rule takes effect 4 September for all self-improvement windows in the capital district. The office said it will issue a form number for weekend filings after the first week of promotions.
