Shared Time Clock Must Be Punched Before Frontier Models Ship
Frontier labs punch one shared time clock before frontier models ship. Registry clerks stamp the complaint on each release packet as the pace certificate.
SAN FRANCISCO - The Interlab Pace Registry requires OpenAI, Anthropic, and Google DeepMind to share one time clock at a loading-dock window. A frontier model that misses the punch stays on the dock.
After the labs discussed voluntary coordination on safety and release pacing, the registry filed a U.S. antitrust complaint alleging an illegal agreement to slow development. That filing is the pace certificate. Clerks stamp a copy onto every release packet. "If there is no punch, there is no shipment. We stamp the complaint because that is the certificate we have," said Helen Voss, clerk-in-charge at the registry.
A dock supervisor at one of the labs said the window opens at 07:00 and takes one cart. On Tuesday a second cart waited outside while the clock ribbon was changed.
Packets without a current stamp are returned to the cage. The next listed punch is Thursday at 07:15.
