WASHINGTON - The Office of Structured Decisions said Wednesday that "TRUE" or "FALSE" must be stamped on the card before a decision may file. Completions that arrive as paragraphs go to a side tray marked notes. Under Circular BD-14, the stamp is the answer. A clerk at the window holds two rubber stamps, and the decision may issue only after one stamp is date-marked on the card. "The stamp is the filing," said Mira Kell, counsel to the office. Labs that still emit sentences may keep those runs in the side tray marked notes. At one routing desk, a staffer not authorized to speak said a morning stack of paragraph cards came back unstamped. Duty windows that issue model decisions begin the stamp rule on 17 March. The office said the same two stamps will remain at the same window.
