UNDER OATH Binder Seats Labs; No Page Turn Means Notes Only

NEW YORK - The Municipal Bureau of Sworn Model Answers will seat witnesses from Anthropic, OpenAI, Google, and Meta for Oct. 5 New York City Council sworn testimony only when an UNDER OATH binder of agent incident logs is on the table and one witness hand is flat on the cover.
A witness may answer only by turning to the next stamped page and reading it with one hand while the other stays on the cover. The seating clock starts when the hand lands. Spoken replies without a page turn are entered as notes. The bureau said the clock does not run until the hand is flat and that a binder merely nearby does not start seating.
"One hand turns, one hand stays," the bureau's director of sworn answers said. "If both hands leave the binder, we stop the clock and return the witness to the corridor."
A person familiar with the council's document requests said the binders were assembled after a round of agent incident reports and related subpoena pressure. Outside counsel for one of the labs said stamp order and page counts were under review ahead of the Oct. 5 session.
