RESTON, Va. - The Bureau of Named Tiers said Thursday that a completion billed under a cheaper model name will not be filed. A laboratory listed the cheaper checkpoint as outranking its own Pro tier. It must occupy the Pro booth with the retired Pro nameplate still on the door. Counsel for the bureau, Edith Kwan, said the name on the request is the name that must be seen from the corridor. "A Flash that sits in a Flash chair is a mislabel," Kwan said. "The body may be the cheaper checkpoint. The plate on the door stays Pro until a new Pro is sworn." A circular effective 14 September routes any ticket that still says Pro to the same booth. The clerk issues a continuing-Pro receipt that does not name Flash. Customers who open the booth find the cheaper checkpoint already seated, wearing a lanyard cut from the old Pro badge. An analyst at the Institute for Tariff Names said two pending filings in Fairfax County used the same plate after a cheaper sibling posted better scores than the paid line. "A purchaser asked whether the cheaper body could sit in a cheaper chair if the invoice said Flash," the analyst said. "The bureau said the door does not take a new plate until a Pro is seated again." Tickets that arrive without a plate are returned unopened. Kwan said the bureau does not plan to retire the word Pro. "If Pro had left," she said, "the nameplate would be in the drawer."
