WASHINGTON - The Directorate of Company Stores announced Thursday that a public model hub acquired by a chipmaker may continue to issue open-weight files if each withdrawal leaves in a landlord-issued bag. The procedure was entered on docket DCS-129-B. The shelf remains a public place of record. The bag does not. Laboratories and other depositors must accept the bag at the door. Weights placed in a private satchel are logged as removal of neutrality, not as a download. Empty bags may not be reused. A used bag is filed with the receipt. "The shelf is public," directorate counsel said. "The bag is the store. A file that leaves without the bag has not been withdrawn. It has been taken." Observers may still browse without a bag. Browsing is not a withdrawal. Photography of the unbagged shelf is permitted. Photography of an unbagged exit is not a record of public access. A spare stack of bags is kept behind the counter. Reclassification as an independent utility has not been posted.
